The University Budget Planning Handbook is now available on the Budget and Fiscal Planning website. The handbook serves as a practical guide for navigating budget development, fiscal decision‑making, and institutional expectations at CU ÀÖ²¥´«Ã½.Ìý

Designed for a broad campus audience (including executive leadership, unit leaders, budget officers, and staff with fiscal roles) the handbook brings clarity and consistency to common budget practices while reinforcing transparency and responsible fiscal management.ÌýÌý

Units are encouraged to use the sections most relevant to their roles and to refer to the full handbook as a shared resource for understanding how individual budget decisions connect to the university’s broader financial framework.Ìý

Research Financial Services and the Office of Contracts and Grants are now accepting applications for the Fall 2026 Department Research Administrator (DRA) Cohort Program. Designed for novice to intermediate research administrators, this semester-long program helps participants build sponsored project administration skills, connect with peers and campus experts, and gain practical tools for managing research administration responsibilities. Applications are due August 6, and interested staff are encouraged to discuss participation with their supervisors. Learn more and apply by August 6.Ìý

Budget & Finance has published a new Deficit Speedtype and Project Management Procedure to establish a standardized, campus-wide approach for identifying, monitoring, and resolving deficit speedtypes and sponsored projects.Ìý

The new procedure introduces enhanced reporting, standardized resolution processes, and clear escalation guidelines designed to improve financial stewardship, increase transparency, and provide earlier visibility into emerging deficits. The procedure also transitions the campus away from the use of negative PIE charges in FY27 and automated transfers from linked Fund 72 speedtypes in FY28 as deficit management tools.Ìý

The System Office announced there will be upcoming changes to expense and card services approval workflows in Concur. ÌýThis change is occurring for the following reasons:Ìýcurrent approval practices not consistently achieving the financial oversight, internal audits and compliance reviews show repeated violations not caught/addressed by current approval process, approvers often lack fiscal responsibility for transactions, inconsistent review practices across departments and campuses, and approval processes vary by transaction type, creating employee confusion. ÌýThe PSC delivered a presentation at the FLC and it can be viewed here. ÌýCCO and the PSC will be executing training throughout SFY27, with the expectation of implementation in SFY28. ÌýÌý
